The Mbale Network of Young People Living with HIV/AIDS (MNYPA) is a youth-led organization based in Mbale City, Eastern Uganda, working to improve the health, dignity, and livelihoods of young people living with and affected by HIV.
As MNYPA finalizes its transition into a fully registered NGO and continues strengthening its institutional structures, we are looking for a reliable and responsible person to support our office operations as an Office Assistant (Front Desk).
Key Responsibilities
- Keep the office open during official working hours
- Receive visitors and maintain a visitor register
- Manage incoming phone calls and take messages
- Support documentation and filing
- Assist with meeting preparations and coordination
- Ensure the office remains organized and welcoming
Minimum Requirements
- At least Uganda Advanced Certificate of Education (UACE) or a relevant qualification
- Honest, reliable, and responsible individual
- Ability to communicate well in English
- Good interpersonal skills when dealing with visitors and community members
- Basic organizational skills
- Resident of Mbale or nearby areas is an added advantage

Volunteer Deputy Executive Director (DED)
Organization: Mbale Network of Young People Living with HIV/AIDS (MNYPA)
Location: Mbale City, Eastern Uganda
Reports to: Executive Director (ED)
Duration: One (1) year, renewable based on performance
1. Background
MNYPA is a youth-led and youth-serving network working to advance Sexual and Reproductive Health and Rights (SRHR), HIV response, and youth empowerment across Eastern Uganda. With an expanding portfolio of programs and partnerships, the organization seeks to strengthen leadership capacity by introducing the role of Volunteer Deputy Executive Director (DED).
2. Purpose of the Position
The Volunteer Deputy Executive Director will support the Executive Director in providing strategic leadership, strengthening program management, and driving resource mobilization. The role is designed for a young, passionate leader with experience in HIV/SRH programming who wishes to grow into a senior leadership pathway.
3. Key Responsibilities
The Volunteer DED will:
1. Program Oversight & Coordination
Provide technical and administrative support in planning, implementing, and monitoring programs.
Supervise and mentor volunteers and interns to ensure quality program delivery.
2. Resource Mobilization & Partnerships
Support the development of proposals, concept notes, and fundraising initiatives.
Represent MNYPA in relevant networks, donor meetings, and stakeholder forums.
Strengthen partnerships with youth networks, CSOs, and government structures.
3. Representation & Advocacy
Represent MNYPA in district and national committees (e.g., HUMC, DAC, Youth Councils).
Amplify the voices of young people living with and affected by HIV in decision-making spaces.
4. Organizational Development
Support policy development, systems strengthening, and compliance with governance requirements.
Step in to act on behalf of the ED where delegated.
4. Qualifications and Competencies
Age: Preferably 20–35 years.
Education: Bachelor’s degree in public health, Social Sciences, Development Studies, or related field (a diploma with strong experience may be considered).
Experience: At least 2–3 years working in HIV, SRHR, youth programming, or resource mobilization.

5. Terms of Engagement
This is a volunteer position; no monthly salary is attached.
Facilitation (transport, airtime) may be provided when representing the organization or during project-based activity implementation.
The role is reviewed annually with opportunities for growth into a formal leadership position as resources allow.

Independent MEL Consultant with Power BI Expertise

Background
Mbale Network of Young People Living with HIV/AIDS (MNYPA) is a youth-led community-based organization working across the Eastern Region of Uganda to improve the health, wellbeing, and livelihoods of young people living with and affected by HIV.
MNYPA has built a strong foundation in data collection through routine monitoring, surveys, and community-led monitoring (CLM). To strengthen evidence-based advocacy, strategic decision- making, and resource mobilization, MNYPA seeks to build its internal capacity to analyse, visualize, and utilize program data using Power BI and other modern MCE approaches.
Purpose of the Assignment
The purpose of this consultancy is to equip MNYPA staff with practical skills in Monitoring, Evaluation C Learning (MEL) and Power BI, enabling them to:
Use data for targeted advocacy and policy influence.
Generate compelling visuals and dashboards to influence decision making by local and national decision makers and policy makers. .
Improve internal data utilization for learning, decision-making, and adaptive programming.
Objectives
To train staff in Power BI for real-time dashboards, data storytelling, and reporting.
To support development of at least two Power BI dashboards using MNYPA data (e.g., CLM, SRHR service uptake, referral systems).
To provide technical guidance on aligning data use with advocacy campaigns and donor proposals.
To build staff capacity in MEL fundamentals, indicator tracking, and evidence generation.
Scope of Work
The consultant will undertake the following tasks:
Inception Meeting - Align expectations, review existing MEL tools and data sources
MEL Systems Assessment - Evaluate current data collection, analysis, and reporting practices
Training Design - Develop training content customized for youth-led teams
Power BI Training - Conduct hands-on sessions on dashboard design, data cleaning, and visualization
Dashboard Development - Support creation of 2–3 practical dashboards (CLM, SRHR, advocacy)
Technical Coaching - Provide 1-on-1 or group coaching on specific data analysis needs
Final Report - Summarize training outcomes, tools developed, and recommendations
Expected Deliverables
MEL + Power BI training plan and materials
At least 2 functional and interactive dashboards (e.g., CLM Tracker, Advocacy Scorecard).
Final report with key recommendations and learning tools
Handover of all templates, training materials, and dashboard files
Timeframe
The consultancy is expected to run for 2 working days within a week, depending on the identified team needs.
Required Qualifications
Proven experience in health, SRHR, or community-led programs in Uganda or East Africa
Strong proficiency in Power BI (Power Query, DAX, dashboard design)
Demonstrated ability to train and mentor youth-led or community-based organizations
Familiarity with tools like KoboToolbox, Google Sheets, Excel, and Looker Studio is an advantage
Strong analytical and communication skills, and ability to simplify complex data concepts

Call for Expression of Interest for External Audit Services
In a bid to ensure sustainable achievement of our mission, Mbale Network of Young People Living with HIV is seeking the provision of the statutory external audit services for the year 2023 from a reputable firm.
Duties and Responsibilities of the Auditor
The external auditor shall be required to perform risk based audits, compliance audits and performance based audits.
Roles, duties and responsibilities shall include the following:
Conducting independent audits of MNYPA S operations in line with International Standards on Auditing and International Financial Reporting Standard
Expressing an opinion on whether the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting standards and frameworks, whether MNYPA has maintained proper books of accounts, and whether the accompanying financial statements give a true and fair view of the financial position and performance of the organization
Reviewing and evaluating MNYPA S internal control system and advising Management and the Board on adequacy/effectiveness of the system and proposals for its improvements
Assessing utilization of resources for effectiveness, efficiency and economy as well as identification of opportunities for improvement.
Ensuring the organization adheres to corporate governance requirements and legislation that govern the organization.
General review of implementation of programs to ascertain whether they are consistent with program objective as set in program designs
Providing any other value-addition services as approved by the Finance Committee
Required Profile of the Audit Firm
Bidding firms will be required to meet the following criteria:
Be registered with the Institute of Certified Public Accountants of Uganda (ICPAU) and must hold a current Practicing Certificate
Have at least two partners of good standing with ICPAU. Further, the firm and its partners should not have been subject to any disciplinary action by ICPAU or other related professional bodies
Should demonstrate that it has the capacity, capability and experience required to undertake the audit within required time lines
The firm should demonstrate adequate experience in Non-Governmental Organizations.
Request for Proposal Submission
Firms meeting the above criteria are requested to submit their proposals to info@mnypa.org before December 30th 2023 at 11:59PM as follows:
Technical Proposal containing:
Confirmation of the firm s understanding of the Terms of Reference (TORs) and its capacity and capability to deliver on the TORs;
The methodology, work-plan and timelines for undertaking and completing the assignment, and the deliverables;
Appropriate references to demonstrate the experience specified in the TOR;
The CVs of key staff proposed to carry out the assignment
Financial Proposal indicating the proposed fees for a regular audit and any incidental expenses.
Other Requirements
Proof of registration with ICPAU and copies of Partners Practicing Certificates;
Confirmation that neither the firm, nor any of its partners or key staff, has e not faced any disciplinary action by ICPAU or other professional bodies;
Confirmation that the firm and/or its partners and key staff are not aware of any conflict of interest which may exist with respect to MNYPA.
Details of at least three (3) prior audit assignments, including the co ntact details of the references
A list of clients for which the firm has performed similar assignments
A schedule outlining tentative dates for completion of the audit process
Evaluation of Proposals
Submitted proposals will be evaluated by MNYPA S Finance Committee and will take into account inter-alia, the following evaluation criteria:
1. The audit firm is independent and has no conflict of interest with regard to any other work performed by the firm for MNYPA.
2. The firm adheres to the instructions in this call.
3. The firm s qualifications, experience, size and location.
4. The firm s past experience and performance on comparable external audit engagement
5. The quality of the firm s professional personnel to be assigned to the engagement and the quality of the firm s management support personnel to be available for technical consultation.
6. References from persons knowledgeable of the firm s ability to fulfill the terms of the contract
7. Adequacy of Audit Approach, including the specific approach to the entity wide review of internal controls and the risk assessment model
Digital Communications Specialist
We are seeking a dynamic and experienced Digital Communications Specialist to join our team at Mbale Network of Young People Living with HIV/AIDS-MNYPA. The ideal candidate is a passionate individual with a strong social media presence, particularly on X (formerly known as Twitter), capable of driving traffic and engagement.
Qualifications
Bachelor's degree in ICT, Mass communication or equivalent experience.
Minimum of 3 years' experience in digital storytelling from a reputable youth or women-led and serving organization.
In-depth knowledge of GBV (Gender-Based Violence), SRHR (Sexual and Reproductive Health and Rights), and HIV digital communication.
Skills and Attributes
Proven track record of managing and growing social media accounts, especially on X (formerly Twitter), with a focus on driving traffic and engagement.
Expertise in digital communication related to GBV, SRHR, and HIV issues.
Strong storytelling skills with the ability to create compelling and impactful content.
Familiarity with the latest trends and tools in digital marketing and social media.
Experience
Demonstrated experience in executing successful digital communication strategies.
Proven ability to collaborate with and support youth or women-led initiatives.
Responsibilities
Develop and implement digital communication strategies to raise awareness and drive engagement on GBV, SRHR, and HIV issues.
Create compelling and shareable content for social media platforms, with a focus on X.
Monitor and analyze social media metrics to assess the effectiveness of campaigns and adjust strategies accordingly.
Collaborate with internal teams and external partners to amplify digital communication efforts.
